BUSko in Routes/Roads Magazine by PIARC!
Our own product BUSko has met an important milestone. The system for alerting drivers on the presence of school children on the road, waiting for a school bus has been presented in the 2nd Quarter edition of Routes/Roads magazine issued by World Road Association (PIARC).BUSko system consists of a pole and a board, which attracts drivers from both directions. The so-called passive board consists of a coloured bar and a warning board, while the active board draws attention to itself with a light signal. It has its own power supply which activates the flashing lights via a wireless connection when a child with a smart transmitter is in the vicinity of 20 meters or less, thus actively alerting drivers to the presence of children in the immediate vicinity.Due to its unique appearance, the explanatory BUSko board visually communicates with drivers and gives them unambiguous information, thus subconsciously influencing their speed and driving style. It also stands out with its colourfulness in an environment saturated with information and stimulates the driver in time (wakes him up from monotony, thoughtfulness or driving to mind) and prepares him for the potential danger that lies ahead.As school transport in Slovenia remains in the domain of each municipality individually, they, for the purposes of school transport, might use already established bus stops. Frequently these are also replaced with unequipped waiting areas, failing to satisfy the basic bus stop criteria according to the regulation. Furthermore, to adhere to the regulations and rules on bus stop stations, they cannot be marked and equipped with traffic signage. As municipalities also do not have the budget to equip all waiting areas / bus stops according to regulations, neither is such intervention economically reasonable, our BUSko system represents a perfect solution.The projects so far have shown extremely positive results, impacting drivers’ behaviour, style and speed. This statement has been proven true also by extensive speed and eye focus measurements. BUSko signs are thus superb and much cheaper alternative to creating appropriate bus stops. -
SiWIM did it again - Bridge WIM accuracy confirmed!
Many things have been said around the accuracy of Cestel’s SiWIM® B-WIM system. And yet again, SiWIM® has proven itself as a strong and fierceful contender as the leading researchers on B-WIM from Auburn University have confirmed its accuracy to be more than comparable with other methods of data collection.In road and bridge design and evaluation, traffic load spectrum is very important. As the static methods are selective and measure only a small fraction of the traffic, the Weigh-in-Motion measuerements provide for continuous recording of all the traffic. Furthermore, B-WIM systems, such as Slovenian SiWIM® system represent an innovative, non-destrictive and highly accurate approach to data collection, while at the same time displaying the realistic response of the structure.Approximately 150, class 90, 5-axle vehicles were measured. Initially the truck passed through the ALDOT WIM station; then it was measured using the static scales. Afterwards the Alabama State Troopers weighed the vehicle using the portable scales, one axle at a time. Finally, the vehicle was measured by the Cestel’s SiWIM® system located on a bridge in Alabama.As said, SiWIM® can provide for the largest number of parameters, including GVW, individual and tandem axle weights, spacing between them, vehicle speed and classification. Furthermore, as observed in the table above, Dr. Andy Nowak, one of the leading researchers on B-WIM and his team of experts, have proven that results obtained from SiWIM® system are remarkably close to the accurate but cumbersome portable scales.Based on this study, two major conclusions can be made. Firstly, truck weight stations provide accurate results but they are expensive to operate and illegally overloaded traffic can find alternative routes and avoid consequences. And secondly, Cestel’s SiWIM® system provides accurate results as the mean values and standard deviation are the same as the results of the certified portable scales. CDF’s of GVW, W4, W5, AG1, AG2 are the same as for the results of the certified portable scales.Thus, portable and easy to apply SiWIM® BWIM provides highly accurate measurements and data. New SiWIM MkIV version: Time to upgrade
We inform you that with the end of March 2020 we are ceasing the production of our SiWIM MkIII version, making way for newer, improved and upgraded SiWIM MkIV version.
This new version will be launched with the start of April 2020, offering many new improvements and benefits, including:- more powerful computer with faster system performance, improved time synchronization with other devices (e.g. cameras) and easier integration of multiple external devices and other bridge applications,
- enabled remote restart of the SiWIM system,
- extended temperature range, allowing for system operation in extreme conditions (-40°C to + 70°C),
- separated electrical unit and SiWIM system for easier installation and maintenance.
Through new projects, we are looking forward to contributing to the road safety and sustainability worldwide on an even higher and technologically advanced level than ever before.

Transport Research Arena in Helsinki
Between 27 and 30 April, 2020, Finnish capital of Helsinki will host the annual Transport Research arena (TRA) that has over the years gained the status of the biggest European Research and Innovation Conference.
Every year, experts from all over the world are brought together to discuss progress, newest innovations and future of mobility and transport. This year, the main theme of the gathering will be Rethinking transport – towards clean and inclusive mobility, indicating and tackling the massive changes the field of transport is undergoing.
As many years in a row now, we will be attending the event with our knowledgeable team, eager to learn something new and present their views and ideas on the theme in focus. Furthermore, the paper, written by our trio of experts, titled Relationship between weight of the heavy traffic and noise pollution in the viewpoint of feasibility of fines for exceeded noise will be published and presented to the global community at the event itself. As the relation between traffic volume and traffic noise is well known the paper discusses the correlation of vehicle generated traffic noise and vehicle weight, while focusing on overloaded vehicles in order to establish relationship between the two and to determine feasibility of fines for exceeded noise. Our 5 days in UAE
Prepared for the heat levels much higher than in our home country of Slovenia, our charming team packed all the necessities for the successful representation of our products and departed for the beautiful capital of United Arab Emirates, Abu Dhabi, which hosted the 26th World Road Congress.
The day after the landing we joined forces with the team at CGS Labs, the Slovenian company with which we shared our booth, and stepped onto the showground with optimism and excitement. As expected the exhibition area was overwhelming and packed with innovations and new technologies that make one really encouraged about our future.
During all five days, our product, SiWIM, attracted many individuals expressing their interest for the product itself and technology behind it. As this can quickly become overcomplicated, our experts on the field did their best to present our system and explain the many ways of its usage. Satisfied with the outcome of our journey we are now leaving this beautiful capital in hope to return back one day and heading towards our next destination.

8th International Conference on Weigh-In-Motion - ICWIM8
In the middle of May our vigorous team departed for Prague, the capital of Czech Republic. However, not for the holidays or sightseeing, the main reason was the participation at 8th International Conference on Weigh-In-Motion – ICWIM8.
After Opening session of the first day, our expert Bajko Kulauzović held an in-depth lecture, titled »Portable WIM as a Tool for realistic Traffic Loading Factors on Macedonian National Road Network«.
The primary objective of the project described in this lecture, was to determine traffic loading (ESAL) information on most trafficked road sections in Macedonia for purposes of planning and programming the maintenance treatments in risk assessment management systems (RAMS) with emphasis on defining the overall average equivalency factor per vehicle type.
May sound complicated, however this paper undoutebly shows high usability of WIM data in relation to major planning decisions and future steps in road network maintenance and design with focus on realistic traffic loading factors.
On the penultimate day of the Conference, we also took a part in the workshop on Infrastructue Design and Maintenacne. Our Matija Mavric, with his lecture »An innovative way of using Bridge WIM Data«, wished to address the lack of appropriate attention by the local and state authorities to the installation of proper WIM system. Since significant amount of heavy vehicles is still overloaded, there exists plenty of room for further improvements on the field of road maintenance and safety.
In addition to getting standard WIM data, this also means obtaining accurate information about the bridge itself. As all calculations are based on the real, measured influence line, this is an information of crucial importance for the bridge experts. Furthermore, with their help we can also carry out bridge assessment through usage and application of the Bridge WIM.
Traditional road WIM is a great technology and we are glad it is widely available on the market. We have disposable technology on the market that is complimentary to the traditional WIM or sometimes even the only one.
Undeniably, the combination of different technologies can prove to be the winning combination.
We would like to thank organizers and attendees for lots of new knowledge and useful information. With this in mind we are eagerly looking forward to the next ICWIM conference.

The new SiWIM S/M is a web-based application that in conjunction with SiWIM systems enables secure Internet access to monitoring, surveillance and supervision of traffic on locations with bridge WIM measurements.The base of application is SiWIM S (Supervision), which enables offline system data overview. Data on recorded vehicles is presented with interactive graphs. It grants a checkup of vehicle statistics, voltage and temperature conditions on the system. SiWIM M (Monitoring) is part of an application that allows real-time traffic monitoring. It is also intended for execution of pre-selections on weighed vehicles at locations with SiWIM system installed.

Aurora Summit 2018
In all modes of transport, automation is one of the key trends and at the same time one of the key challenges. Aurora Summit 2018 took place to discuss this highly important theme of future traffic: intelligent transport that works safely and securely in all conditions. The Summit brought together the public and private sectors to discuss the state-of-the-art as well as the necessary actions needed for automated transport to meet this challenge.The theme of the first Aurora Summit was Safe and Secure Automated Transport in All Conditions. Ensuring that automated transport will be developed to work also in challenging environments and in every weather requires further discussion on technological preparedness and possibilities.Aurora project is a set of various systems for testing ITS in very extreme weather conditions. Our main product SiWIM is used to provide information such as vehicle classification, speed, axle load and gross weight to other installed systems. -

World Conference on Pavement and Asset Management, WCPAM2017
We have attended WCPAM 2017 in Italy. An article Bridge Weigh-in-Motion as a tool for Road Damage Remediation was represented by our employee Mr. Bajko Kulauzovic.
Abstract:
Road pavements are structures with finite lives. They are designed to withstand a specific number of equivalent single axle loads (ESALs). Consequently, the truck traffic consumption of ESAL design life, and increased road infrastructure costs associated with it, can increase rapidly where significant volumes of truck traffic is involved.
During the construction of major infrastructure or other objects it is usually necessary to shift large amounts of material from one location to another. The individual works causes higher traffic on the main and regional roads with construction site vehicles, usually within a specified, short period of time, causing more damage and more rapid deterioration of these roads, which are not dimensioned to facilitate that kind of traffic load. Maintenance and restoration of these roads are therefore very high and usually not provided for in planning documents.
The solution to the problem concerns the sharing of costs for reinforcement or repairs of roads between all parties; owner of the road, investor of the construction and/or operators of these works. For this purpose a methodology was developed to determine the necessary corrective measures in the main and regional roads, where increased volume of truck traffic due to construction of certain infrastructures is calculated against the normal volume of the trucks on a measured road section. Then, construction cost per lane per kilometre and design life of the road is used together with the real traffic data measured before and during the construction works with Bridge Weigh-in-Motion system.If you want to read more, please click here.

CVSA Conference in Atlanta and 11th International Bridge & Structure Management Conference in Arizon
Over 500 law enforcement personnel, government officials, and industry professionals convened in Atlanta, GA April 24-27 for the 2017 Commercial Vehicle Safety Alliance Conference (CVSA). Among the many topics discussed were; Post Accident Reporting, Cargo Securement, International Fuel Tax Agreement (IFTA), and Electronic Logging Devices (ELD's) which was enacted by the United States Congress in 2012. Fleets have until December 2017 to implement certified ELD,s.
The 11th International Bridge and Structures Management (BSM) Conference covered a broad range of topics on bridge and transportation structures in all stages of implementation of asset management practices. Over 100 bridge engineers and inspectors were in attendance. Our booth was well presented by our Cestel NA representatives.

SiWIM in Indonesia
Our product SiWIM was well represented in Indonesia with a help of our sales representative g. Jamnik. He was present on a conference IRF Global Road Summit and 15th REAAA Conference & Exhibition.
We were exhibiting with our Indonesian partner Pentacru. The conference was successful with a lot of new ideas for near future.

15th Colloquium on Asphalt and Bitumen in Bled, Slovenia
From 26th - 27th November Cestel Ltd participated the 15th Colloquium on asphalt and bitumen, the Largest International Meeting of Construction and Maintenance of Roads in Slovenia.

Danube Region Conference - Development & Maintenance of Road surfaces in the Danube region
Wednesday, 25 November 2015 ; Hotel Golf, Bled, Slovenia
Danube Conference entitled Development and maintenance of roads areas in the Danube region was hosting the representatives of the Danube region, the area between Bavaria and the Black Sea. 15 technical papers have been presented. The speakers came from 6 different countries, from Danube area and the European Union.
Mr. Matija Mavrič from Cestel was one of the speakers presenting the use of SiWIM system in the control of heavy goods vehicles. Visitors got a lot of information on our booth as well.

12th Slovenian Congress on Roads and Transport started in Portoroz, Slovenia.
Traditional biennial conference for Slovenian and foreign experts operating in transport infrastructure, traffic and logistic took place this year for the twelfth time. There were featured highlighted topics linked to the current situation in Slovenia: how to secure sufficient and permanent financial resources, the drafting of a long-term strategy for the development of transport infrastructure in Slovenia, the preservation and further development of the Slovenian construction sector and the logistics issue as a significant commercial activity of the government at the crossroads of transport corridors.

Presentation of SiWIM system use at FPP
We presented SiWIM system and its use at Faculty of Maritime Studies and Transport and we observed the operation in case Bertoki. Students and professors were impressed with the accuracy of our system.

Bridgemon Project successfully completed
International BridgeMon project was completed after two years in November 2014. Objectives of the project were to increase distribution, usefulness and accuracy of the Weigh-in-Motion systems.
